The European regulation on packaging and packaging waste enters a new phase of application from 12 August 2026.
Regulation (EU) 2025/40 on packaging and packaging waste, known as the PPWR, establishes a harmonised framework for packaging and packaging waste in the European Union. It entered into force on 11 February 2025 and generally applies from 12 August 2026. The regulation covers packaging and packaging waste regardless of its material or origin.
The PPWR introduces sustainability and recyclability requirements for packaging. Packaging placed on the European market will progressively have to meet recyclability criteria defined by the regulation and its implementing acts.
The regulation aims to reduce unnecessary or excessive packaging and provides measures concerning, in particular, packaging design and empty space in certain formats.
The PPWR follows a waste prevention approach and aims to improve the management of packaging waste. It establishes a common framework to reduce waste and promote its recovery.
The regulation introduces reuse targets and requirements and provides provisions for deposit and return systems. The arrangements and deadlines depend on the packaging categories concerned.
The PPWR establishes requirements for the use of recycled materials in certain packaging, particularly plastic packaging. The applicable regulatory framework specifies the calculation and verification methods.
The regulation strengthens requirements concerning certain substances present in packaging. It notably provides restrictions on PFAS in packaging intended to come into contact with food.
Compliance is based on identifying the applicable requirements, assessing the characteristics of the packaging, and having the information and evidence necessary to demonstrate compliance.
The PPWR specifies the responsibilities of different economic operators and strengthens certain elements relating to extended producer responsibility, registration and reporting obligations.
